He was born in 1934, in Šiaulaičiai, Radviliškis district. In 1965 he graduated from the Lithuanian State Institute of Fine Arts (now Vilnius Academy of Arts), and acquired the specialty of a theatre artist. In 1971-1979 and in 1988-1994 he was an executive director of Vilnius Theatre Lėlė. In 1975-1979 together with Dalia Tamulevičiūtė he arranged puppeteers’ course at the Lithuanian State Conservatory (now the Lithuanian Music and Art Academy). In 1978-1980 V. Mazūras participated in some Lithuanian television shows for children. In 1987-2006 he lectured on scenography composition and puppet theatre scenography at the Vilnius Academy of Arts. In 1994-2002 he was the director of the State Youth Theatre puppet troupe. Together with his wife actress N. Bižanaitė-Mazūrienė he founded the theatre Paršiukas Ikaras.
V. Mazūras has created scenography for the Lithuanian National Academic Theatre, Šiauliai, Klaipėda, J. Miltinis drama theatres, State Youth, Panevėžys Musical, Kaunas State Musical, Panevėžys Puppet Wagon, Kaunas State Puppet Theatres. He also produced performances on the Lithuanian national television and foreign theatres – in Belgrade, Copenhagen, Moscow, St. Petersburg, Svaneke Garden, Kaliningrad, Tashkent. Many of V. Mazūras performances participated in international festivals and won awards. He participated in exhibitions in Vilnius and Panevėžys, as well as in international exhibitions in Latvia, Mexico, Poland, Estonia, Hungary, Germany, Czech Republic. V. Mazūras is a member of the Lithuanian Artists and Theatre Unions. He is an honorary member of the Lithuanian National Centre Unima (International Puppet Union, the Lithuanian division).
